Master Trainers Training on The Fit and Proper Policy for Cooperatives Boards and Senior Management

PUSKOPCUINA sent participants to attend the Master Trainers Training on The Fit and Proper Policy for Cooperatives Boards and Senior Management (Business Solution ACCU No.35), which was held at The Pantip Hotel Ladprao Bangkok, Thailand, from January 26 to 31, 2025. This is the first training event organized by the Association of Asian Confederation of Credit Unions (ACCU) for the year 2025. The training event was attended by 41 participants from 4 countries: Indonesia (4 participants), Thailand (2 participants), India (1 participant), Bangladesh (1 participant), and the Philippines (33 participants), and was directly mentored by Elenita V. San Roque (CEO of ACCU) and Ranjith Hettiaracchi (CTO of ACCU). The participants from PUSKOPCUINA are Rosalina Susi, Rita Sarlawa, and Ethos H. Lidin.
ACCU created BS No. 35 as an important internal mechanism to ensure good governance and protect the interests of members by establishing clear standards for the selection of leadership for the Board of Directors and Senior Management in credit unions. By doing so, credit unions can enhance their reputation, build public trust, and provide better services to their members.

Participants deepened their understanding of the BS No. 35 material by doing the following:
- Understanding the Concept of Fit and Proper: within the Framework of Governance and Regulations.
- Identifying individuals who require Fit and Proper assessments in a credit union, namely: the Board of Directors, Supervisory Committee, Committees, Senior Management, Key Personnel, External Auditors.
- Exploring the specific responsibilities and accountability of board members and external auditors in ensuring Fit and Proper standards.
- Reviewing the Fit and Proper criteria at the credit union level. This is an individual assessment covering Character, Competence and Capabilities, Financial Health, Reputation, Experience, and Ongoing Professional Development.
- Understanding the Fit and Proper standards at the Federation level. This is an institutional assessment covering Portfolio Quality (Ratio A1), Provision for Risky Portfolio (Ratios P1 and P2), Institutional Capital (Ratio E9), Non-earning Assets and Funding (Ratio A2), Number of Active Members in the CU, Risk-Based Supervision, compliance with Share Capital, Contributions, and other financial obligations in the Federation, CU’s participation in the Federation in terms of service usage and attendance at the Annual General Meeting, and the CU’s length of membership in the Federation.
- Delving into the implementation of Fit and Proper standards by the National Federation.
- Exploring strategies and best practices to ensure that board members and senior management are fit and proper at both the credit union and federation levels.
This training program concludes with visits to two credit union federation offices in Thailand, namely the Credit Union League of Thailand Ltd (CULT) and The Federation of Savings and Credit Cooperatives of Thailand Ltd (FSCCT), as well as the ACCU office as the Asia credit union federation.

PUSKOPCUINA mengutus peserta untuk mengikuti Master Trainers Training on The Fit and Proper Policy for Cooperatives Boards and Senior Management (Business Solution ACCU No.35) yang diselenggarakan di The Pantip Hotel Ladprao Bangkok, Thailand tanggal 26 – 31 Januari 2025. Ini adalah training pertama yang diselenggarakan oleh Association of Asian Confederation of Credit Unions (ACCU) untuk tahun 2025. Kegiatan training diikuti oleh 41 peserta dari 4 negara, yaitu Indonesia (4 orang), Thailand (2 orang), India (1 orang) Bangladesh (1 orang), dan Phillipines (33 orang); serta dimentori langsung oleh Elenita V. san Roque (CEO of ACCU) dan Ranjith Hettiaracchi (CTO of ACCU). Peserta dari PUSKOPCUINA adalah Rosalina Susi, Rita Sarlawa, dan Ethos H. Lidin.

ACCU membuat BS No.35 ini sebagai mekanisme internal yang penting untuk memastikan tata kelola yang baik dan melindungi kepentingan anggota melalui penetapan standar yang jelas untuk pemilihan kepemimpinan Pengurus dan Senior Manajemen di credit union. Dengan demikian credit union dapat meningkatkan reputasi, membangun kepercayaan public, dan mampu memberikan pelayanan yang lebih baik kepada anggotanya.
Peserta mendalami materi BS No. 35 ini dengan melakukan hal-hal sebagai berikut:
- Memahami Konsep Kepatutan dan Kelayakan: dalam Kerangka Tata Kelola dan Peraturan.
- Mengidentifikasi individu yang memerlukan penilaian Kepatutan dan Kelayakan dalam credit union, yaitu: Pengurus, Pengawas, Komite, Senior Manajemen, Personel Kunci, Auditor Eksternal.
- Mengeksplorasi tanggung jawab spesifik dan akuntabilitas anggota pengurus dan auditor eksternal dalam memastikan standar Kepatutan dan Kelayakan.
- Menelaah kriteria Kepatutan dan Kelayakan di level credit union. Ini adalah penilaian secara individu meliputi Karakter, Kompetensi dan Kapabilitas, Kesehatan Finansial, Reputasi, Pengalaman, dan Pengembangan Profesional Berkelanjutan.
- Memahami standar Kepatutan dan Kelayakan di level Federasi. Ini adalah penilaian institusional meliputi Kualitas Portfolio (Rasio A1) , Penyisihan untuk Portfolio yang beresiko (Rasio P1 dan P2), Modal Lembaga (Rasio E9), Aset Tidak menghasilkan dan Pembiayaannya (Rasio A2), Jumlah Anggota Aktif di CU, Pengawasan Berbasis Risiko, memenuhi Persyaratan Modal Saham, Iuran, dan kewajiban keuangan lainnya di Federasi, Partisipasi CU di Federasi dalam bentuk penggunaan layanan dan kehadiran di RAT, serta lama keanggotaan CU di Federasi.
- Menggali implementasi standar Kepatutan dan Kelayakan oleh Federasi Nasional.
- Mengeksplorasi strategi dan praktik terbaik untuk memastikan pengurus dan senior manajemen yang patut dan layak pada level credit union dan federasi.
- Program training ini diakhiri dengan melakukan kunjungan ke dua kantor federasi CU di Thailand, yaitu Credit Union League of Thailand Ltd (CULT) dan The Federation of Savings and Credit Cooperatives of Thailand Ltd (FSCCT), serta kantor ACCU sebagai federasi CU Asia.
